Summary:
The Assistant Pre-Construction Manager supports all pre-construction activities from an initial opportunity through to construction kick-off for RES third-party construction opportunities. This role functions as the assistant project manager during the pursuit phase, coordinating cross-functional inputs to develop compliant, competitive proposals and execution strategies. The position collaborates closely with Pre‑Construction management, Business Development, Proposals, Engineering, Estimating, Procurement, Contracts, Legal, Risk, Tax, and Construction teams to standardize processes and ensure a smooth transition from proposal through contracting and handover to the execution team. The Assistant Pre‑Construction Manager may directly perform pre‑construction management duties and/or support Pre‑Construction Managers.
Requirements:
Project Management
- Works cross-functionally with pre-construction, engineering, estimating, procurement, contracts, legal, risk, tax, business development, and operations to take the project from the RFP phase through to construction kick-off.
- Supports development and reviews of the proposal price, schedule and other requisite deliverables with input from the construction operations team and support stakeholders.
- Supports the preparation of the initial construction schedule and cash flow/cancellation deliverables as required.
- Coordinates efforts with estimating, engineering, construction and customer/owner to ensure accurate bidding documents.
- Monitors design scope for changes affecting budget, schedule and construction execution. Identifies the cause of changes and documents and communicates identified changes.
- Provides input and creates content for risk reviews, proposal reviews, and management meetings. This may include presentations, agendas, and/or logs for these reviews and meetings.
- Supports value engineering and value enhancement efforts as required, including developing items and lists, compiling ideas, and presenting information to the proposal team.
- Reviews Contract Exhibits (eg, scopes of work), engineering packages, estimates and proposal packages to ensure consistency and compliance.
- Supports turnover of a project from Pre-Construction to Construction is appropriately done with the right hand-off meetings, and all information is transferred to the project management and operations teams via the Project Kick-off process and Procore.
- Works closely with customers/owners to support management of project expectations.
- Works to maintain excellent customer relationships.
- Gathers feedback and tracks clarifications during the design process. (from whom)
- Identifies future collaboration opportunities.
- Supports incorporation of constructability, logistics solutions, customer expectations, and critical success factors into project programming and conceptual design activities.
- Supports preconstruction and estimating team members in developing or evaluating technical design aspects of projects, including drawings, specifications, and scheduling.
- Supports the development of the assumptions, clarifications, exceptions (ACE) documents, and risk & opportunity log as part of the proposal and estimating process.
- Supports relevant Stage Gate and executive review/approval meetings.
- Leads efforts to track and organize project information, documents, and correspondence, including documentation of meeting minutes and agendas.
- Participates in the Project Kick-off process. Supports the SG1b RFP Kickoff meetings and preparation of the requisite deliverables to guide internal parties for this meeting.
- Populates and manages required documentation in Procore and SharePoint.
- Tracks deliverables and follows up on action items. Supports Pre-Con Manager in managing deliverables tracking as needed for a project(s).
- Supports review of drawings, specifications, and other construction documents and communicates issues, the accuracy of information, and potential risks.
- Supports the Pre-construction Manager in their role as primary point of contact with project owners, third-party engineers, and consultants during the pre-construction phase.
- Learns and understands the project owner's needs, goals, constraints, and requirements; works with the project team to incorporate them into the design and technical specifications.
- Promotes and facilitates open communication and issue resolution both internally and externally.
- Supports the pre-construction team in making critical project decisions at the right time to maintain the project schedule.
- Coordinates, reviews, and provides comments on design documents.
- Supports the bidding and contracting of pre-construction-related work, including geotechnical and geophysical investigation, topographical survey mapping, and utility location/service surveys.
- Supports pre-construction site access and site conditions/constructability reviews and reporting. Includes compliance with RES safety program for pre-construction activities.
- Follows safety and security procedures, determines appropriate action, reports potentially unsafe conditions, and adequately uses materials and equipment.
Standardization
- Complies with pre-con processes and procedures with Stage-Gate requirements.
- Partners with the Project Kick-off process and procedures.
- Identifies areas for continuous improvement of the process(es).
Contracts
- Assists in the negotiation of owner contract exhibits as needed.
- Supports the pre-construction, contracts and legal teams to negotiate and close construction contracts, with a high focus on exhibits and ancillary documentation, including the ability to read and write scopes of work.
- Attends work regularly and punctually, as scheduled or expected. Make oneself available to support meetings and obligations over a wide range of time zones (US Eastern to Pacific).

Qualifications:
- Bachelor’s degree in engineering or another construction/technical-related field required.
- Project management training preferred.
- 2 or more years' relevant construction or engineering experience required.
- Ability to travel domestically 5 to 15% required.
- Must possess a valid driver’s license.
- Strong organizational skills with the ability to manage multiple tasks and projects simultaneously under time‑sensitive conditions.
- Ability to work independently with minimal supervision.
- Skill in collaborating effectively with indirect reports and cross‑functional stakeholders.
- Skill in supporting complex technical and commercial issue resolution within pre‑construction.
- Skill in applying a logical, systematic, and sequential approach to problem‑solving.
- Skill in using imaginative and innovative approaches to develop solutions and mitigate risks.
- Ability to maintain a professional, constructive attitude when working with internal and external partners.
- Ability to quickly learn and understand project requirements using available resources.
- Ability to flex responsibilities and adjust workload based on project resource availability.
- Introductory knowledge of solar construction processes across civil, electrical, structural, and mechanical scopes; familiarity with SCADA, commissioning, and testing processes is a plus.
- Knowledge of Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook).
- Knowledge of Google Earth and GIS software.
- Introductory knowledge of Primavera P6 scheduling software.
- Knowledge of Procore and SharePoint systems.
- Functional competencies include system thinking, attention to detail, collaboration, prioritization, and responsibility/stewardship.
Anticipated base salary range: $85,000 - $106,000
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
