HSQE Manager

RES currently has a HSQE Manager position open. This position can be home or office based with 50%travel.

Summary: HSQE Manager’s primary focus is on providing safety management support and development, including advising, coaching, training, and inspecting on all high voltage electric projects. This position promotes a safe work environment by confirming that project teams and all contractors clearly understand the responsibilities related to reviewing drawings, identifying known hazards, communicating policies, standards, and procedures applicable to work.

Specific duties: 

Safety Accountabilities:

  • Promotes safety at all times including high voltage and high-risk activities.
  • Ensures that safety is the most important function, follows safe practices while working.
  • Reinforces safe behaviors and eliminates “at risk” behaviors.
  • Reports potentially unsafe conditions and uses materials and equipment properly.
  • Ensures Job Hazard Analysis (JHA) occurs before scopes of work commence.
  • Adheres to and understands standard operating procedures.
  • Follows technical, quality and safety systems in place and determines appropriate action.

Client Relationship Management Accountabilities:

  • Represents RES at client meetings
  • Assists with proposal efforts
  • Conforms to specifications of the project, in-line with the client’s expectations.
  • Builds and maintains relationships with clients’ HSQE departments

Planning:

  • Confirm construction permits are in effect for work as needed.
  • Participate in project pre-construction planning
  • Planning, scheduling and directing employees and contractors on construction projects to maximize the utilization of resources and minimize risks related to safety of personnel and facilities.
  • Assists with balancing manpower during home leaves, PTO and project transitions
  • Ability to train and coach field associates to understand best practices and compliance for their project(s)
  • Lead incident management on project sites – Investigation, corrective actions, execution, reporting (with support of supers and foremen), tracking.

Leadership:

    • Mentor and develop site safety personnel
    • Identifies needs for and implements craft training
    • Technical training and development for site safety personnel that are new to the HV industry
    • Follows processes for systems and lines of communication on site to ensure implementation is consistent.
    •  Supports a culture of continuous improvement.
    • Utilizes Safety Management Systems (SMS), Quality Managements Systems (QMS), Environmental Management Systems (EMS) and technical procedures.

    • Ability to perform repetitive motion tasks including:
      • Lifting up to 50 pounds;
      • Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects;
      • Twisting, bending, pulling, pushing, reaching, kneeling, and stooping.
    • Ability to work on different types of terrain.
    • Ability to use hand tools, power tools, machines, and equipment. 

Qualifications:

  • Minimum BS in Engineering, Occupational Health and Safety or equivalent experience
  • 5-10 years of experience in construction within the HV power utility sector.
  • Working knowledge with electric Power Generation, Transmission/Distribution, and Substations.
  • Technical expertise to include but not limited to the following:
    • Lifting/rigging
    • Working from heights
    • Personal protective grounding
    • Disconnect and overcurrent protection/ground fault protection
    • Rack in/Rack out procedures for relay and breaker work
  • Specialized experience inspecting and overseeing construction sites working on high voltage electrical transmission lines and substations.
  • Preference given to candidates with experience writing switching orders and administering a high voltage authorization program
  • Preference given to candidates with experience administering a high voltage quality control program
